On 26 December, the First Seminar on Talent Development in Food Safety Regulations and Standardization (2025) was held at Beijing Technology and Business University. With the theme “Integration · Innovation · Empowerment: Building a New Ecosystem for Talent Development in Food Regulations and Standardization”, the conference brought together experts and scholars from government authorities, universities and research institutes, industry associations, food enterprises, law firms, testing institutions, as well as relevant functional departments of the university, the School of Food and Health, and the School of Law. By pooling collective wisdom and building consensus, participants jointly explored pathways for cultivating high-quality, interdisciplinary talent in food safety regulations and standardization to meet the needs of the new era. The opening ceremony of the conference was chaired by Xu Yang, Party Secretary of the School of Law. As a well-known enterprise deeply engaged in food industry compliance, BYSEE was invited to attend the conference. Its partner, Wang Liang, participated in the meeting and shared forward-looking perspectives based on international compliance practices, offering insights and recommendations for the development of talent training systems.
Sun Baoguo, Academician of the Chinese Academy of Engineering, Chairman of the China Institute of Food Science and Technology, and Professor at Beijing Technology and Business University, pointed out in his speech that food safety is fundamental to people’s livelihoods and the cornerstone of development. Cultivating high-quality, interdisciplinary talent in food regulations and standardization is not only a concrete action to implement the Outline of the Plan for Building a Strong Education System and to promote the integration of professional education with standardization education, but also a responsible response to industry pain points and the demands of the times.
A representative of the State Administration for Market Regulation noted in the speech that, with the rapid development of China’s food industry, the food safety landscape is undergoing new changes, posing higher requirements and new challenges for regulatory work. To meet the practical needs of industry development and regulatory upgrading, there is an urgent need for a group of interdisciplinary professionals in food safety regulations and standardization who are “proficient in law, knowledgeable in technology, and familiar with industry”.
Zhang Jianbo, Director of Standard Division III of the China National Center for Food Safety Risk Assessment, stated in his speech that food safety standards are the fundamental prerequisite and important foundation for implementing the “four strictest” requirements. As the host country of the Codex Committee on Food Additives, China is deeply involved in and actively promoting the formulation of relevant international standards. With the emergence of new food technologies, new processes, and new business models, addressing emerging food safety risks urgently requires “law–engineering integrated” interdisciplinary talent who understand both regulations and technology.
Du Yazheng, Chairman of the China Food Additives and Ingredients Association, pointed out in his speech that, with the acceleration of global food trade integration and increasingly stringent market regulation, the field of food safety is undergoing profound changes. There is an urgent need for interdisciplinary talent who understand both technology and regulations to support the high-quality development of the industry. The Association will jointly sign the “Industry–Education Integration Community Cooperation Agreement” with the university to cooperate in building a joint talent training base, continuously supplying the industry with interdisciplinary professionals capable of solving practical problems.
Wang Liang, Partner of BYSEE (Asia) Limited, combined international compliance practices to propose that scientific compliance has four major characteristics: mandatory nature, scientific rigor, developmental nature, and variability, and should cover full value-chain management. She pointed out that internationalized compliance requires the establishment of a systematic self-diagnosis framework, and that compliance professionals need interdisciplinary knowledge structures as well as capabilities in interpreting international regulations and responding to cross-border compliance challenges. She recommended that universities and enterprises jointly build practical training platforms, using real cases and scenario-based exercises to enhance practical application capabilities, thereby meeting enterprises’ “going global” needs.
The successful convening of this conference built an efficient exchange platform for talent development in the field of food safety and consolidated broad consensus. Looking ahead, as the outcomes of the conference are gradually implemented and translated into practice, these consensuses will be transformed into concrete actions, playing an important role in optimizing curricula, strengthening practical teaching, and deepening industry–academia–research integration. They will provide a continuous supply of talent support for the high-quality development of the food safety industry, inject strong momentum into the improvement of the food safety governance system, and help China’s food safety cause advance toward a new and more brilliant chapter.
